While doing the translation of a CHM file which I received (I decompiled it into HTML files, with the HTML Help Workshop), I was also impressed by the number of apparently unneeded codes inserted by FrontPage. (Note: FrontPage Express shares the name, but it seems to be a completely different program, and it inserts much less garbage into your HTML files.)
