I have it seems inconsistant behavior in my form scroll bars. I have forms that have height and width set greater than the default form size and when I set the scrollbar property to 3 no scroll bars show up in the design mode. So I am having to set left and top to negitive numbers to work on parts of the form that are not visible. Some forms however have the scrollbars active in designed. I am not sure of the reason.
