This could work. Ideally we aim to use different "background" papers -they are scanned TIFF pages- and give the user to print with different backgrounds. Can we use another graphic format or just bitmap?

In order to export to a file as PDF or another, I assume the best option is use a free tools that are available in Internet.

You can create a bitmap that you can stretch and send to back. Also, you can create watermarks in reports by stretching a bitmap behind all sections of the report. Is it what you need?
