This could be a discussion in itself. Most typically refers to the greatest part or number of the 'whole' while all refers to the entire number or 'whole.' Depending on the measurement, total amount or possible amount, and the differing factor, I would say there 'could' be a huge difference. Now, what is the definition of 'huge' again? :o)
