When I deleted the 32x32 icon from the file, and leave only the 16x16 definition in the .ico file, VFP seems to "stretch" the image back up to the larger size, and the icon looks bad.

I don't know, it must be an erroneous assumption by VFP. But the usual approach does seems to be to simply create BMP files, in the desired size.
