Nope. When IBM built the PC, it first went to Bill Gates and licensed his BASIC compiler. They then went to Digital Research to licence CP/M, but failed in their negotiations. They then went back to Bill and asked him if he also had an OS. He said yes, knowing that he didn't have one, but knew where he could get it.
