I hope that the equivalent of 2-3USD/hr is a reasonable amount in his country especially considering that most programmers in the U.S. do NOT work for minimum wage or would even consider it. What would the equivalent in his currency be and what would the 'buying power' of that amount be? In other words, for a month's work at that wage, could he pay taxes, pay the rent, buy groceries, pay for childcare, pay utilities, etc and still have some left over?

I couldn't understand also how they can offer so low rates, because:
- cost of food is the same all over the world. May be they eat low quality food that's why may be than can reduce food cost 2 times
- cost of hardware, software & electricity is the same. May be they steel software, but in this case they will be not able to use newest products.
- cost of education is the same. But may be they are not educated.
- I check taxes are the same, but may they do not pay them.

I this case I couldn't understand investors who risk to hire low educated, low qualified and with big probability to disappear after end of the project programmers.

But this happens. There a lot of examples. Also some investors try to press us with that kind of low rates.
