You can use WSH to read shortcut properties.
lcShortcut = "..."
oShell = CREATEOBJECT('WScript.Shell')
oSC = oShell.CreateShortcut(lcShortcut)
? oSC.TargetPath	&& Target w/o command line parameters
? oSC.Arguments         && Parameters
? oSC.WorkingDirectory  && Start in
