We have a licensing program built into our app that the clients run and also one that is managed by our helpdesk at a corporate site. Our apps are licensed monthly or annually and the clients pay in whatever manor they choose (via cc on our website or by check, etc) and then when the payment is processed, they download a new license via a process in our app. The app encrypts the license in an .ini file and on every app startup verifies the license. If the license is not active, then the clients have view only rights. We are switching our system to a webservice ourselves so I would check into that as a start.
