The issue:

When I launch an app , I have a splash screen that loads
before the main form.

After the splash screen is done... the controls on my main
form seem to show in an inconsistent order.

I want the controls on the main form to load at the same
time.

I have tried:
-2nd Thread created but does not make any difference.
-Setting the visibility of all controls on the main form
to False and then setting them all to true on the load
procedure of the main form.
