The problem with unemployment rates is that every term the administration changes the method they use to determine the unemployment rate so that it reflects more positively on their administration. In addition, many times the unemployment rate is a reflection of policies from the previous administration yet the current administration is held accountable for it (good or bad).

I don't remember offhand what the rate was in 1991 but I've heard it stated on the news many times and I still can't recall it offhand. Must be getting old... :o)
