I'm assuming you get this when you run the WebAppBuilder. If you reply 'No' when you get the 'Run from ASP.NEt' prompt, it should continue on building the .vfp. web app for ASP.
The .NET framework is required to run the .VFP. mtdll from ASP.NET because I don't know exactly what other supporting files are required by TLIMP.exe which is included with the .NET framework. At least it's free and you don't have to buy VS.NET to get this ASP.NET capability...
