Just a wild guess, but the only thing I could find in MSDN KB is at:

VFP is NOT mentioned but MDAC is. Maybe you do not have the current MDAC installed. An advanced GOOGLE search on the exact phrase "invalid cursor state" including one other word "ODBC" returned over 900 hits. Maybe one of those will help.
