Form designers' toolbars are docked in Debugger

Hi Grigore,

I was able to repro that with following steps

1. Create form and set its AlwaysOnBottom property to .T.
2. Drop command button on the form and put some code that would generate an error in its Click method, for example a=b.
3. Open debugger, make sure that it doesn't obscure close button in the right-top corner of the form and minimize it
4. Launch form from Form Designer (CTRL+E or Run button on toolbar)
5. Click the button and click Cancel button on the error message dialog. At that moment debugger should pop up in front of VFP window.
6. W/o switching to VFP window, click close button on the form. The form Designer should appear but the Form Designer toolbar and Form Controls Toolbar aren't there. They're in Debugger frame.
It doesn't happend if focus is switched to VFP window before closing the form.
