There are several utilities, including freeware, that can convert a BMP into a JPG. I believe some of them can accept command-line parameters - in this case, you could automate it from VFP.
You could start searching at
www.download.com.
Another issue to consider is that GIF is often better than JPG for screenshots. This format supports only 256 colors, but I found that to be enough for screenshots.
