Is intellimirror which provided by Windows 2000 Server able to limit the email address for users send in outlook / outlook express?

Because I'm now thinking the users able to send the exported files from our application by email, so that's why I'd like to assign some of users only send email internally, is there any solution for Windows2K Network?
