I got to playing around with this a little. I opened database as follows:

open database mydatabase exclusive
modify database

When I right clicked on screen and select "Edit Referential Integrity" from the menu, I received a message to "Clean Up Database".

I selected form the "Database" menu option at the top of the DBC. Then I selected "Clean up database" which ran without incident.

Thereafter I was able to right click on DBC desktop and access the RI wizard via the "Edit Referential Integrity" option.

It may be that "clean up database" menu option is the equivalent of:

open database mydatabase exclusive
validate database recover

There is also a command that will allow for the packing of the DBC, but I would need to look it up.
