I suppose that you can use Win2000 standard Server more efficeintly. 900 is not so much taking into account that usually there are no more than 5% concurent users every moment.
More importnat is well designed VFP.
Some times you can limit used RAM to 2 MB per logged user, but everyting depend on design of your application.
