iphlpapi.dll is an IE 5.0 file and does not come with Win95. I have never tested with Win95 with the files there so I cannot verify that for you. Try it! Of course you will have to ensure that the Win95 machine has IE5 installed...I know for sure that it is included in IE5.5 for Win95.
