Actually, I would never put Norton on any machine. It is an excellent anti-virus software if that is the only thing you intend to run on your machine. We run F-Secure Anti-virus and it is really good with the resources it uses. I have had this happen on machines without the anti-virus as well, so the anti-virus software is not the problem.

I had a similar problem, I run a Novell 5.1 Network, however I found the problem not related to Novell, but to Norton Anti-Virus. On some older versions it attempts to scan floppies upon exiting. Norton continues to do it on newer versions, but it tells you to remove the disk. This would hang up the shutdown process, after I disabled the "scan floppy on exit" feature the shutdowns went smoothly.
