If SELECT cannot open the table because it cannot find it, VFP doesn't consider it to be an error. Instead it popups Open Table dialog. That's the way SELECT works (MS calls it "by design") I agree, that it shouldn't work that way, but there's nothing we can do about that besides adding it to VFP WIsh List. That's why it was recomended to you to open tables explicitly to avoid that dialog.
