New PC with Win98, but no licence??!

I've contacted them via e-mail. Basically they said I had to buy a licence to complete the registration. They said that MS is OK with them to ship the PC out without the licence.

Doesn't sound right to me, and if that's the case, then they have been very misleading on their website.

It says "W98SE PRELOADED"
