I would email MSFT on it. I would not purchase a license separately without the cd also (even though you can do that telephonically with MSFT and online. I purchased a separate license of XP Pro for a 2nd workstation at home but since I already had the cd I didn't purchase the cd) on a first machine. What if the hard drive crashes or the installation gets corrupted? How will you reinstall the OS?

I'm curious, why did you purchase a new pc with Win98 in 2003? Why that OS? Was the new PC supposed to come with an OS installed? If so, that changes the picture entirely.
