I found a decent control for a good price with ImageMan Active X Suite from Data Techniques. http://www.data-tech.com/Products/ImageMan/imaging.asp
I ran into a few issues, but was able to overcome them with some help from their support folks and a few other FoxPro users that use the controls. We use the controls for scanning and viewing of tif images primarily.
