How to prevent the second user to update when first user already used one process to delete all records ?

First user action :

use table1 shared
delete all

Second user action :
use table1 shared
insert records ( prevent him to insert record after the first user already
delete all records )

Both of them always used table1 the same time in the great distance area.

Any helps for the coding and advise would be appreciated very much.
