Are you getting an error when you try to register it? MCI32 has several dependencies. You might check for the following (in no particular order) :

WINMM.DLL,ADVAPI32.DLL,OLE32.DLL,OLEAUT32.DLL,COMMDLG32.DLL (my guess would be the last one)
