Craig is right, in that most laser printers physically can't print within 1/4" of any edge. However, some inkjets can print on the entire page (so-called "full-bleed" printers). They are often aimed at the art or photo reproduction markets. Some specialized laser printers (especially colour laser printers) for these markets may be full-bleed, as well.

If a full-bleed printer isn't in the cards for your client, maybe the best bet is to get custom pre-printed stock from a professional printer.
