Make sure you don't have an INDEX ON DETETED(). This can seriously affect performance when SET DELETE ON.
Also make sure that you don't have large amounts of deleted records at the beginning of the table.
Try removing all indexes and see what kind of performance you get.
Another possibility is that anti virus software is making DBF handling very slow. See to it that it is turned off.
