You mean like MS Access? Basically, the answer is no, and anyway, that's not very secure. For vfp, there are techniques to create fairly good security at a server, which have been discussed in other threads.
And if you're using NTFS, you can password (restrict access) both files and folders. That will work in a pinch, but it's not too practical, and a little clumsy to work with. Especially if your DB files change very often...though, it's a cheap solution.
But if you really must have password security on each table, you probably should be looking at SQL Server, is my opinion. A lot more financial cost is involved, but server DBs are exactly designed for easily-set high-security needs.
