I think I remember reading an article on this. If I remember, the author's trick was to have a container on the page that he added controls to, this way, the control was not added to the bottom of the page.

I also read another article that uses XSL to do this. It was an interesting comment. I am/was researching this cause if we do move to a .Net version of our app we will need to have data driven pages for customization reasons.
