Yep, that's exactly how clipper works. You create your prgs with any editor and then compile and link them in order to create the exe.
In the good old days, I used to use desqview to have my editor open in one window, another window where I would have the Norton Guide (it's help system), and a command window where I would compile/link and execute my apps. You can use windows to get the same kind of functionality.
