I want to thank everyone for their help on this problem. I had my mind made up that I wanted to do everything programmatically, adding the panels, other controls, and everything else. Bonnie's article pointed me in the right direction, but it leads me to another question. The way they approach the problem in the article, they add a panel to a web form and then they just fill that panel with a new page. Does this mean the url will never change? Can you assign a different url for certain pages so a user does not have to drill down into your site everytime they want to view a specific page? I created a calling page for every page that needs requested so the user can bookmark the specific page. By doing this, I feel that I am not taking advantage of my static items on a page. I guess what I am asking is what is the best approach? Thanks.
