After more investigation on it, here's what I concluded. If I would have wait a little bit longer, I would have gotten a response from the Web Service from any method call. In the current situation, it takes about 4 minutes before the response is coming from the Web Service if a new DLL has been uploaded.

This is probably related to the IIS bug that many of us have experienced with so far. WWC users know a lot about it as in many cases, you can't access the MMC interface if the WWC instances have been loaded or it will take a lot of time before it appears. Rick mentioned that the Windows Server 2003 has resolved that issue. So, I guess that if I would be able to benefit of Windows Server 2003 presently, that has soon as the DLL uploaded, I would got an immediate response on the first method. At least, after the initialization of the server done, I would get it. So, maybe 5 seconds on the first hit and an immediate response after that.
