Dave it sounds like you set up a non-anonymous user with rights to the ASPvote data instead of an anonymous user. You're probably hitting the web site as anonymous. You need to find out what your anonymous account is - it's usually IWAM_computer name and IUSR_computername where computername is the offical name of your computer...
