There's always been an option at the end of VFP7 ISX that asks if the user wants to run a post-executable. I think the only difference with VFP8 is that now the question is optional so that a 'quiet' post-executable can run with no choice or interaction required. Note that this is different from Custom Actions which are the in the commercial ISX and can be run at any point in the install...
