Hi Albert,
Anonymous access should be checked in directory security.
Try out enabling Directory Browsing.
Try out changing Application Protection to LOW or MEDIUM.
Other way round is :
Converting the file in a zip format should resolve all problems. Possibly the IIS is trying to execute it.
