Could that be that the IIS server is chocking on the UniversalThread.wsdl WS because one exists as UniversalThread.asmx?

This situation was caused by a change of the Application protection to be switched to Medium from Low when the .NET Framework 1.1 has been installed. Once adjusted, it resolved the issue.
