Alternatively you could check
www.activevideotools.com for the @tivideo 1.6 OCX ($109). I'm using it in a project now and it works perfectly. Just connect any video for windows compatible video source to it and grab the frame or video and save it.
You can download an evaluation version to test before you buy. There is also lots of sample code available.
