The only thing I have heard of that will allow ActiveX is Win4Lin. They claim to run everyting in the office environment. So you might want to try it.
As far as just running VFP 8 on Linux I find that it works very well. My guess is you have not installed all the required files for VFP. What I did was copy an installed version from XP to my Linux box (Dual AMD MP RH 8.0). After transfering files I still needed several DLL's but it works. I did have one issue with VFP 8. That was changing the docking of the command window and the "on top" property. Once I changed how the docking worked it operated in a very normal manner.
VFP runs ok but I'm not to sure about using as my only development platform at the moment. If you decide to continue let me know and I'll help..
