The following is from my Management textbook. A certain hotel had elevators which were often too busy. Instead of installing additional elevators, they decided to do an investigation first. The conclusion they reached is that there was a lack of towels, and the employees kept stealing them from one floor to another.
The solution, then, was not to install additional elevators, but to get more towels.
