How do I allow multiple checkouts for one particular file?

We have the multiple checkout option checked in the VSS Administration screen. We like that in our foxpro projects each developer cannot check out a file that is already checked out by another developer, BUT we want to make an exception for one so that more than one developer work on it. How do we do this?
