This is completely optional; both are equivalent. From the help (emphasis is mine):
"LEFT [OUTER] JOIN specifies that the query result contains all rows from the table to the left of the JOIN keyword and only matching rows from the table to the right of the JOIN keyword.
The OUTER keyword is optional; it can be included to emphasize that an outer join is created."
