To check why RUN does not work, go to DOS window (run command) and type /print yourfile/ (it is a regular DOS command that may not work for network printers).
Shellexec returns Value 42 for me if file is not found or there are some problems with printer/page setup for particular file. Check whether you need to include the file full path. Also this should bring the print dialog:
