Microsoft CDO (Collaborative Data Objects) supports sending messages using both the SMTP and NNTP protocols.
Most obviously you have this library installed on your computer. You can check folder C:\Program Files\Common Files\Microsoft Shared\CDO. There should be file named CDOEX.DLL or with a similar name, depending on version of your OS.
Also it requires Outlook Express or any other email client installed with a default email account properly configured in its SMTP part: SMTP server, user, password. Such default email client provides CDO object with connection data it needs for accessing an SMTP server.
