As i mentioned you should have only one icon file consisting of both 16 X 16 and 32 X 32.
16 X 16 is used to display in the detaild folder view.
32 X 32 is used as an icon of your desktop.

Otherway.
there are lot of util comes which can directly change the icon of an executable.
