I am into consulting business and handle large banks, The system which we follow.

Organize all your data like Header Data and Detail Data.

Assign a user just to enter all Header Data and assign set of users to enter detail data.
And one more to keep a random check.

Now the logic goes simple.
Say a header user enter 200 Header and it is assigned in a lot of 50 to the detail users.

By a certain point in time say around 8 in night. If the details are empty the system mails the Header guy and the random checking guy ,that the detail not entered for so many forms.

Where as the guy who checks randomly has to check 50 forms to ensure the right data. if he dosen't authorize the data the mail goes to the MD.

Hence the hierarchy of delegation helps in organizaing such bigger problem in simple ways.
