How are you registering the ocx. Try to do it manually if you haven't. Click on the .ocx file and tell windows to open it with regsvr32.exe Normally you will get a confirmation box if this was successful.
Also, if an ocx is not registered, most of the time, windows will try to find it by opening a file dialog box. Note where, what location that box pops up. Then drop the ocx in that directory. As long as the ocx is there, windows will register it on the fly. This is not a preferred method, but I have used it in some extreme cases.
