What its sounds like is that your running smack into Internet Explorer Security. Even if you tell IE that ActiveX is OK the control must still be code signed and the control must be noted to be safe for iinitialization and safe for scripting. Go to http://msdn.microsoft.com and search for Designing Secure ActiveX Controls.
