Solution is hidden in limitations
First - you can install SQLServer on Win2000Pro
That's why you do not need Win2000Svr or Win2003Svr.
If you like it is cheaper to by as OEM with new hardware
MSDE is scutted SQLServer without QA(Query analizer) and EM(Enterprise manager). There are a few products - VB & VFP , which can substitude succesfuly it.
MSDE alow to 10 concurent connections, your application should be done in a way to use as less as possible database. In this case could apears that will be not a problem 20 users to work with it.
2GB per database is enoudgh storage place. As example we have warehouse application which add to database 50000 rows every month and for two years it piles 160MB
