Is is possible to work with other code pages than 1252 (standard Windows - ANSI) without need to change language in Regional and Language Options (in Windows XP)?

I want to make .EXE files that uses code page 1250 but I don't want that users need to change the Regional and Language Options in order to use characters specified by that code page.
